Any person who has been adjudged to be guilty of violating any of the foregoing provisions of Chapter 8, Health and Welfare of the municipal code of the city shall be penalized as follows:

A fine in the amount of $50 shall be assessed against any person who has been adjudged to be in violation of any of the foregoing provisions of Chapter 8 of the municipal code of the city.
